Does keyless entry have a fuse?

I have a 2000 LS that I purchased used and it didn't have any keyless entry remotes. So, I picked up three of them. I followed the instructions and was able to get the vehicle into programming mode. (Holding unlock key while inserting the key 3 times, leaving it in the 3rd time... letting go of the unlock button). I can confirm it goes into programming mode. However, I can't get any of the remotes to program... I was wondering if it is possible that keyless entry has a fuse? I do see the little black box in the rear deck of the trunk and the wires are connected. I figure that either the fuse is out (if it has one) or the module is bad. I am still waiting on my manual to come in the mail, so I can't check myself.
