2000 Caravan rad control module

Hi All, wonder if anyone can help me. I have a 2000 Dodge Caravan and the rad fans have stopped working. The engine warning light is on and I've had the error checked which is 1491 - something to do with the rad control module.
Does anyone know were this module is located?? I can find anything that looks like the part I've just got from the dealer.

P1491- Open or shorted condition detected within the radiator fan control relay circuit. The radiator fans are powered on/off through the engine computer known as the PCM. The PCM controls the ground to the fans signaling them to come on or off. Areas to look for: HI/LO fan relay (found in your underhood fuse box known as the Power Distribution Center), PCM, related wiring

The relay I believe is actually a pulse width modulator. I don't believe the PCM controls the ground, on the contrary I think it supllies the B+. I'm not sure where it's located in the van because I never had to look for it yet but it you follow the Dark brown/ Dark green wire (which is the hot to your rad fans) back, it will take you to your relay.

It is located underneath the Driver Side Headlight. The Headlight has to be removed.

Read a thread somewhere describing access to it via the drivers side wheel well. Have to remove the wheel well liner. Might try that first.

Fan Relay as mentioned above, is below the driver's side headlight assm. After removing the headlight module, take the cover off the Relay(actually a solid state device). Disconnect the connector on the Relay. Drill out the 2 retaining rivets.
When installing a new unit, make sure the new one is making tight contact on all of the flat surface, as that conducts heat away from the Relay. If not, it may fail again. I understand rivets come with the new unit.
