pcm problem

I have a 98 windstar w/ 99 engine. Had everything under the sun to this.
Check engine light stays on. I disconnect battery and reconnect it drives fine. When I turn off engine and start again light comes on and runs like sh..
shop says I need a new pcm because its reseting itself on each start.
is there any thing else this could be before I dump another 600 bucks into it.
Has new o2 sensor and mass airflow sensor ,upper intake gasket
