98 firebird windshield wipers

I have a 98 Firebird that when the windshield wipers are turned off, they go to the top postion and stop. They work normally when you turn them on. But when you turn them off they go to the up postion and stop. Pull them down, and they automatically go back up. Please help!!!

its really strange that they work when u turn them on..i would have thought that it would have went off the windshield. Im not sure how the wiper works on the 4th gen, but there might be a potentiometer that tells where the wiper is. (the position) if thats fried, that might be ur prob..
