Shift cable is getting stuck

I have a 2001 dodge neon automatic sohc 2.0, About a month ago it was begining to get harder and harder to move the shifter. and today finally the shift cable is getting frooze up when i move it all the way down past Neutral. The car isnt drive able cuase the cable gets stuck. it has noting todo with the transmission its self becuase i took the linkage off the actuator arm on the trasmission. I was wonderign if theres a quick fix for this problem or a recall on the damn thing failing.
