2003 passat front fog light wiring?

im trying to buy & fit some front fog lights to my 2003 tdi i can get all the genuine vw parts appart from the wiring from switch to fog lights , iv'e been told from non vw machanics the wiriung is already there(as vw uk wont tell me) is there anyone out there possible to tell me if this is true ? if so where are they hiding the wires as i've looked behind the panel and can't see any?
