1991 Cavalier - No Vacuum on Hoses is there suppose to be

Hoses to carbureter, EGR, cannister appear to be vacuum but no suction. I looked in Chilton book and it show lines as emission control and no vacuum pump. Should these lines be under vacuum as it is running very poor. THANKS!!!

I lost vacuum when I pulled out my dash...make sure all the wires are hooked up, and drive the car around normally and after a week I noticed the vacuum had returned to the lines...

Are they suppose to be under vacuum as I do not see any vaccum pump anywhere. THANKS!!
