Opel Omega Erratic Revving

My Opel Omega 2L 1999 has a revving problem.
The engine revs from 1000rpm to circa 2000rpm+ , up and down, erratically.

Opel Garage cannot fix the problem, say it does not fail diagnostics, they cleaned Carburettor, problem disappeared, but came back again.

Any advice appreciated.
