Overly active ABS

Hi,

I have a 99 passat and since a couple of days the ABS is overly active. Meaning it starts to vibrate even if the wheels are far from blocking.
It started to do this at very low speeds (around 15mph) but today in the rain it did the same around 40Mph when gently applying the brakes.
Finally after a while the ABS shut down and the light came on.

Anybode familiar with this problem?

Perhaps one of the sensors on the wheel could be bad. I had similar problem in Accord.

Could be. I did have the break pads and rotors on the frot wheels replaced at Sears. They messed other things up so my confidence in them is not very high.
I'll have VW check it out later this week. Does anyone know how to shut down the ABS temporarily? (Disconnect a plug or something? Removing the fuse caused the BRAKE light to keep blinking).
