dynamic dampener

Im changing the dynamic dampener on my 89 cherokee laredo ive got the puller i need but the old one has a bolt in the center of the pulley and i dont see any pin like the new ones got. am i supposed to take this bolt off or is the old one supposed to slide right off of it? I tried taking the bolt out but i cant seem to get the pulley to stop spinning with the bolt. any recomendations on some way to hold the pulley in place and still be able to get my hands in there to turn the rachet?

on the damper is three holes used for the puller, put two bolts in two
holes and use screw driver thru the bolts.
