1982 pickup starting problems

I'm hoping there is someone out there that help me with my confusion after i replaced the clutch master and slave cylinders my truck wouldnt start it has a 22r with a 5 speed when you try and start the truck the starter drags or just clicks i have had the starter tested and its good and i have replaced the battery with one that has 750cca i have checked my fuse block under the dash and have checked all wire conections under the hood and dash can anyone plz tell me where to look next. ty for any help

i'll answer my own question so if anyone else has this same problem they will know where to look as i stated in my first post i had removed the started and had it tested and it did test as good but then a friend came by and load tested the starter while it was on the truck trying to start it and the starter was pulling 23 amps so yes even though the starter tested good off the truck the starter was actually bad
