87 toyota with 22re

Have had this truck for 3 years. Has 200,000 on it. Started running bad last Winter. Found water in the gas. Cleaned it all out by tank removal. Truck starts fine but has no power. Won't keep running. Stumbles when you step on the gas etc.
I have checked comp and it is good.
Have replaced timing kit and no difference.
Replaced head gasket - no difference.
Replaced gas filter - same result.
Probably something simple I can't test for. Any ideas????
