hubcaps stolen!!!!

a friend of mine took her car to the shop to get it fixed, and when she went back to go get it her hubcaps were missing. the guy said it wasn't his fault and he couldn't do anything about it. i was wondering since it was on their property are they liable for the hubcaps??

i dunno but that is my best guess, they said there were no hubcaps on the car when they got it, then they call back saying they found them, so they probably thought they lost them or something and didn't want to buy new ones so just said there wasn't any on the car when they got it.
