scan tool

what is a scan tool and about how are they and can i use a fuse jumper to program a remote for a 2000 lesabre

Check out the adds that come up when you read your post. I think they should give you a good idea of what a scan tool is. There are also PC based scantools. You supply the computer, they supply the interface (the connection between the two) and the software.

Which remote are you using for your 2000? Is it the FCC: KOBUT1BT or KOBLEAR1XT unit?
