Question Electrical issues on 97 Caravan

Relay in fuse compartment under dash clicks rapidly with key off. Turn key to on (not start), relay stops, but no power anywhere. Pull key from ignition, radio flashes, door alarm chimes (barely). Need to jump battery to get it to start. Replaced relay, no change.

Welcome to AF!

If you have to jump the car to start it the problem is with a low voltage caused by a bad battery. Replace the battery and the entire issue should go away.
