Could be one of three problems. Bad switch, bad motor or bad ground. Check the ground to make sure that it is good. You can do this by grounding it directly to the battery and then turning the wipers on. The motor shouldn't be bad if it works on high but nothing is impossible. If you need to replace it try the local wrecking yard. I bought one a couple years ago for $8. Finally, if the switch is bad you will need to replace it. Can be difficult so you may want to have a mechanic do it for you since you will need to remove the air bag. One other possibility, if you have delay wipers the rheostat control may be going bad and will need replaced. Sorry for all the possibilities!
