Heater only on high, after restitor change

I know this has been covered before in other threads, but I can't seem to find an answer to my particular problem. My heater fan ('98 JXI) started to work only on the high speed setting. This lead me to the resistor block which I changed twice to no avail. I put my meter on the switch and it seems fine, finally I replaced the fan motor and still, I only get high speed. Does anyone know what I might be missing?

I have had the same issue only i've replaced mine 3 times now. Try replaing the blower motor costs about $55 if you do it yourself.

Solution found! After 2 weeks of poking around it turns out the 5 star dealer I bought the resistors from, sold me 2 burnt out ones. I questioned the dealer when returning the first one about how it looked used. I was told that was the way they looked and he got me another one that looked the same. They didn't look too bad, however after going to a second dealer I picked up which was clearly a brand new, shiny resistor block. Plugged it in and worked right away!

As an aside, the guy from the second dealership told me that often the motor will start to wear out and cause too much resitance in the block which burns them out.

I have the same symptoms and I'm sure the resistor block is probably bad but how do you test the resistor block to confirm it's bad? As you said continuity exists between the resistor terminals yet the blower only works on high. It could be that the blower speed switch just happen to be bad at the 1, 2 & 3 positions. Does anyone know who to test the blower speed switch? Thanks in advance.
