rear wiper and fluid not working

My rear window wiper is not functioning nor is the rear washer fluid. I have a long explanation as to the development of the problem, if you can bear with me I would appreciate it. Some time ago my stereo was stolen and the heater control counsel was damaged. The dealer wanted $400+ and I couldn't find one at a junk yard so I rigged up a switch. The heater runs on 30 amps but I couldn't find a switch to accomodate it so I used a 12v-5pin 30a relay. I derived power for the relay from the fuse box (junction box). I used the (20a) fuse for the heat, I believe it was fuse #3. The fuses are verticle and when I put a wire in the top or bottom opening for the fuse opening without a fuse I got no power. But when I added the fuse I did. The side effect was that my rear wiper and washer fluid did not work nor did the little lights on the buttons. All other functuions worked properly though, ex. rear defrost, heat, a/c... It was winter and well worth the trade off. Since then, I found a heater control at a juck yard from a '98 Grand Caravan and removed the switch and all the components I had installed however the my new problem did not go away. Now as far as what's going on now is this. The little lights on the buttons do work and when I tested the wiper motor with a seperate power source it also works. There are three wires going to the motor. Black (groung,) a brn/pink and a brn/grn. I think that is the order from bottom to top??? The black has a functional ground. The brn/pink has 12v directly from the wiper relay when the ignition is in start or run and the brn/grn has only .5v in the start or run position and they do not change weather the buttons are depressed or not. I have checked the (#3???) fuse in the junction box under the dash, I have replaced the relay in the engine compartment and still can't solve this problem. If I knew where these wires went I might have a chance but I don't want to disassemble the van's interior and dashboard completly. Can anyone help me with this mess.
