Dash lights not working on 98 jxi limited

I just purchased a 98 JXI Limited. I have found that the dash lights will not come on when I turn the lights on. I have checked the brightness control for the lights (no problem), checked fuses (no problem), all other lights on the radio, idiot lights and the odometer/trans lights come on.

Any thoughts as to what would cause this problem. If anyone knows, could you also let me know how I can repair the problem (i.e., where can I order parts other than the dealer).
