No such thing as best power with lowest cost or else everyone would throw 1,000$ into their car and run 11's.
For a good exhaust its like 500$ alone, then you'll need a hi-flow cat good headres (300-500$) and a good intake setup (200$)

Magnaflow is the cheapest best cat-back. $400.

Pacesetter longtubes again are the cheapest best headers. $430 plus y-pipe.

Re: 99 Z..whats the best bang for my buck exhaust wise?

pacesetter's aren't the best, but they're good for their price, I have a pair of their mid-lengths and have no complaints except it didn't bolt up very well to the stock Y-pipe so now it hangs loose and rattles on my tunnel brace. and I have to buy their Y-pipe to replace mine, but they don't sell one with cats so I have to have them custom installed. I have a Corsa exhaust that I found for 400 bucks brand new which I LOVE but if I had to get it for regular price I wouldn't have done it, Luos is right though Magnaflow is a really good setup
