Fog Lights

Both of my foglights dont work and the voltage is 11.7. I dont know, is that enough to power the lights or are the bulbs bad?

sounds like the bulbs are bad, pull them out and look at the filiments, it's pretty easy to tell on fog light bulbs if their burnt.

the one that i pulled out looked fine i didn't test for continuity, because they looked good.
