Blowing ECM 1 fuse maybe a short?

Ok I have an 86 s-10 4wd 2.5L that is now blowing the #29 fuse which is the ECM 1 10a fuse. my guess is that it is a short somewhere between the fuse block and the ECM but I looked at the wires from point A to B and they seem good. foung one bare part taped it off and its still doing it. with that fuse blown first thing it does is shut off the fuel pump. checked that it checked out OK. when I found the ECM it was hanging down almost out of the dash. but all wires where steadily connected. anybody dealt with this or no whats going on? every time I turn the Ignition to pre-start it pops the fuse. sometimes it wont pop it until I turn over the engine? This one has me stumped any Info would be greatly appreciated.
