si gauge cluster in a dx. 1989

i put a si gauge cluster in a dx honda civic hatchback. 1989.

the gas gauge says it's full but i know i only have a 1/4 of a tank.

how do i fix that??

90-91 si gauges dont work on 88-89s unless you rewire alittle
