Changing a fuse

I have a 94 PA. There is a fuse box on the right wall, at the base of the passenger side, under the glove box. There is a panel under the dash in that area. How does one remove it. Where as the bolts?

You have to take off the black cover above the passenger foot area - either a screwdriver or a hex bolt. Then you'll see the fuse box.
