JDM Land Cruiser Key Programming

HI!
I own a 2000 Toyota Land Cruiser HDJ101K (Right Hand Drive Japanese Domestic Model, Diesel Engine SUV). I recently obtained 2 Black Transponder Keys form Toyota in Japan, Pre-Cut to the vehicle lock via the chassis number on the vehicle. However, the keys don't start the vehicle i.e. they are probably blank. Does any body know how to programme these? Please help.

The dealer can program them but only if they have at least one functioning key.
