94 intrepid blowing fuses again.

Here we go again after 6 months since the last time this happened(and just went away on its own), it came back again, a 94 intrepid ES 3.5 L with a 174000 miles, is blowing the engine control 20 AMP fuse after each attempt to start or just turning the key on, this is becoming very frustrating after wasting so many fuses at 3$ a piece and noway else to diagnose the problem, please help with ideas on how to trace the ground and where to look for it if that's the problem.

the car won't start. when you turn the key the fuel pump comes on but the car won't even turn over, it does nothing
