97 chrysler concord flasher problem

Hello:

I have a 97 chrysler concord and the flasher and hazard lamps don't work. I have checked all the bulbs and the fuses. They are good. The fuse in the engine compartment for the hazard lamp has no power on both terminals. Someone said in the forum that the dealer fixed a power wire for their 95 model and everything was fine. Can you tell me what wire. I have also replaced the flasher (5 wire connector black box) the flasher or the hazard lamps still don't work. Any ideas.
