headlights not working 93 dakota

got a 2001 with NO lights, good fuses, good relay, multi-function switch is good, headlight switch is good. All this is supposed to run thru a ctm-central timer module on drivers side kickplate behind panel. thats next

91 Dakota, no headlights, tail lights or brake lights, it's not f1 40amp fuse in battery fuse block, jumper on headlight switch connector does nothing, it has been suggested being a ground, any ideas, HELP please

Could this have anything to do with a bad dimmer switch???
