4x4 Not working

If any body has had this issue and what it took to fix it please let me know:
One thing to note- My transfer case does seem to be leaking.
the other issue is that when i push the 4 hi button all it does is flash( no matter how fast,slow or if im stopped) and never seems to go into 4hi
.Im hoping that maybey my transfer case oil is just low? I havent explored it yet . Would like some insight on it.
