Burning oil

I am relatively new to VWs; I am thinking of purchasing a '90 jetta GL 5spd. Gas, not diesel... Being new to VWs I need some help diagnosing a problem. The car has low miles but burns a little oil, smokes on start-up, and hesitates until it is warmed up. Any sugestions? I am mechanically very competent, but I am unsure where to start here.

It sounds like it's sucking oil past the valve stem seals. Carbon will bulid up on the backside of the intake valves and cause the hesitation when cold.
