You know.. offroad as in in the dirt. And on road as in asphalt/pavement.

my guess is that he means the boudries an requirement that divide the groups, like power, weight etc.. like the rgualstions.

You know, more rallies are contested on tarmac than on gravel now, so you're not quite right.

Most race cars employ only a driver on a closed course or dedicated race track.
Drivers in races like BTCC and the like have the opportunity to practice on the course prior to the event.

Rallies are contested by a driver/co-driver team on a closed course which is otherwise usually public access road (with the exception of rallies like Germany which use military testing ranges), and the courses are not driven in competition prior to the start of the timed event.

Then let him go to www.fia.com and read the regulations there, including homologation rules, class governing conditions and even event coordination guidelines.

I tend to believe they've evolved from largely travel/driving prowess/endurance checkpoint to checkpoint group drives into highly competitive cross-country driving prowess/endurance/speed checkpoint to checkpoint big business races, whereas traditional "races" are a contest of who can get from A-B (whether that be a sprint or a circuit) the quickest.

As far as the differences between different racing leagues and such, thanks for the FIA link as a starting (and possibly ending) point - finding out these differences and regulations has long been in the back of my mind as well but I've always been too lazy to do the research!
