my guess is that he means the boudries an requirement that divide the groups, like power, weight etc.. like the rgualstions.

I tend to believe they've evolved from largely travel/driving prowess/endurance checkpoint to checkpoint group drives into highly competitive cross-country driving prowess/endurance/speed checkpoint to checkpoint big business races, whereas traditional "races" are a contest of who can get from A-B (whether that be a sprint or a circuit) the quickest. As far as the differences between different racing leagues and such, thanks for the FIA link as a starting (and possibly ending) point - finding out these differences and regulations has long been in the back of my mind as well but I've always been too lazy to do the research!
