My 98 malibu will not start them theft system keeps comming on is there a way to disarm it.

You could check the pellet resistance in the key.Then make up a duplicate resistor and disconnect the connector at the bottom of the steering column, 2 small white white wires, and substitute the resistor into the body side connector, a failed ign key switch is the most common problem here.
