Angry NOt sure whats going on

Ok I have a 94 bonnie 118000 miles on it and about 1 month ago my son let power steering fluid run out (totaly dry) left it for about 1 week. Ok then i noticed that the wheel was tight only one way added more fluid seemed ok now it is whineing and fluid is ok Please tell me its not the rack and pinion. i cant afford a new one and dont know how to do it myself (sinlge mom). I have control of car not hard to steer if i swerve hard it wants to pull me. I have started car and turned whell all the way no pull back or bump. Car has bad strut mounts and Im afraid of that spring so trying to wait until after xmas to get them fixed could this be the problem its getting bound up? any help before i use gas and a rag and collet the little insurance money i get off it. Thanks in advance
