heater not working

Hi
I have a skyline gtr r32 1994
the heater doesn't work, the fan works fine but no heat comes out at any temperture setting
does that mean that the matrix is broken or is there a fuse i can try and replace.
If it is the matrix does this mean that i will have to remove the whole dash too get at it? If so is it an easy job once the dash is removed.
I would be gratful for any help

Actually the heat controls the water coming in with an actuator. If the actuator is broken, no heat. It might sound dumb, but with these cars they could have been modified in the past, you do have water going to the heater core, right.
