New to the foreign car area. Attempting to change out the air filter, I see it's not just one wing nut in the center of the cover. I removed the center screw but the screws along the outer edge of the air filter housing will not do much of anything but turn. Where have I gone wrong??

Plastic housing holding the nut that the screw goes into tends to break. It is a known defect with the 7th gen Civic. My 2001 air filter housing broke after few months. So I took it to the dealer and they replaced the housing with a better one for free. Hope this helps.
