4x4 Will Not Kick In!!

I Have A 1995 Chevrolet 1500z71. 4x4 Will Not Engage. Thought It Was Actuator. Replaced Actuator With Thermal Unit. Still Nothing. I Have Tried Taking A Minute-nothing. I Don't Hear The Thump The Actuator Is Supposed To Make When Engaging. The Two Wires That Come From The Actuator Are Connected To The Wires That Run Back To The Transfer Case. I Haven't Checked The Wires On The Tc. I Will Hook The Actuator To The Battery (12v) To See If It Thumps. I Also Tried To Put A Fuse Into The #2 Spot In The Fuse Box But It Seems Like Their Are No Guts For The Fuse To Plug Into. I Think The Right # For The Tc Is 2 And The 4x4 Is 24 Or Something Like That. I Know This Sounds Confusing But Anything Will Help!! Thanks For Your Time In Responding.

first check you ac/heater fuse 25 amp if its a model 241 tc if you have model 4401 4470 check the 25 amp 4wd fuse
