panel missing from bottom of vr4

I recently noticed that my drivers side wheel well panel was coming loose so i was tightening the screws up. I looked under the front bumper and i see that their is a panel missing from a small square space on the drivers side. Should i just fabricate something to put in that space and screw it in?
