Heavy rain causes No start

I have a 2001 Grand Am se1. The issue is that I went out ot my car 2 days ago and it wouldn't start. I had power but the starter made no noise at all. It would ran through all the rain that is until Thursday afternoon. I tried jumping but nothing.
A lil background, this happened last year after a major rain storm, but by the time I had it towed to a shop it started up. So something must be getting wet that would cause the starter not to work when it rains heavy.

I was thinking could I try and hook one of those portible battery jumpers that you leave in your trunk straight up to the starter and see if starts it. There hasn't been a stop to the rain in over a week and I don't see one anytime soon, so there won't be time to dry out.

I hope someone can help.

Welcome to af and new england's crappy weather. It sounds like your starter is not sealed properly and its flooded out. Pull the starter, disassemble it (if you know how) and dry everything, grease what needs to be greased, put it back in and see if this works. If it does, you may want to think about replacing your starter to avoid this situation again. Good luck.

check to see if the connections on the battery and the starter are corroded. This may cause a no start

The lights and radio work so power is getting to the car from the battery.
