Steering problems

Hello,
I have a 95 Century with steering problems:
Hard Steering - checked fluid- losing some fluid- no obvious leaking
Hoses- appear good,
Noisy Pump- it makes a loud whining noise, with cap off louder

The fluid seems to be bubbling while the car is ideling.

Any help would be grateful,

Sounds like the pump is shot.
