Parts question

I have a damaged front headlight assembly on my 2003 Z3. Only the clips that hold the assembly in are broken. The dealer is telling me that you have to buy the entire assembly that they can't just get the clips and replace them. Does this sound right? Thanks for any help anyone can give me.
