Putting a lifter?

hi guys..just hoping if u can help me out...i have a corolla 92 big body. I've putted a 17" mags and a 215/45 tires. but the problem is, whenever I have a 3 persons riding at the back seat the tire Scratches to back fender?

What i did was fixed the shocks. But the problem is still there..

Is a lifter a good option? or i will just grind the inner most part of the fender.
