IC question
might have asked this before. but any ways lets refresh it :P
seeing as how if all goes well I am getting a new higher performance turbo crazy cheap. what is a REALLLY cheap IC that I can swap in, I want it to be easy to install and fit in the stock location. and of course provide better err umm cooling

GReddy IC is about as cheap as you are going to get. Used for about $650 and new close to $800.
I would NOT upgrade your turbo without an intercooler.
