Could be a couple of things.

1. Thermostat always open -- Its fairly easy to change -- just make sure that you seal it tightly-- they have various sealants.

2. Air pocket -- if your heat gauge shows hot, but your air is cold you likey have air trapped in the system. Older Fords used to get this and the fix was to remove the connection to the heater and 'burp ' the air out. Not familiar with the 97, but you want to open up the highest point in the coolant system. This often can be done by installing a flush kit and replacing the antifreeze\. The flush kit includes a fitting to be installed in the heater hose, and this can allow air pockets to escape.
- air pckets prevent coolant flow -- this causes engine temp to rise, and it also blocks circulation through the heater core -- thus, no heat.

sounds like the same problem I have with my 1997 b-series Mazda which is the same truck. The problem is that the heater door is broken and stuck closed. It is located behind the glovebox under the white colored servo motor, this motor responds directly from inputs via the temp control dial. The door that this servo connects to is broken and as of now the only known repair I have come up with is to replace the whole box. I removed the servo and turned the door with a screwdriver to get heat temporarily. Let me know if this is your issue and if you come up with a cost effective solution and I will do the same.
