Question 99 Silverado Electric Brake Controller

Hi Guys,
I tried to hook a electric brake controller on My 99 Silverado, I have a plug that fits the manufacturer's receptacle under the dash, I was getting no power to the fused battery pin, I traced this thru the firewall and discovered that the wire was not hooked up to the fuse panel under the hood,problem solved;however, the blue wire that comes out of the receptacle under the dash that goes to the electric brakes is also not hooked up, the way the wire is in the protector shield it is not long enough to reach anywhere more the 6" from where it exits the shield. It exits near the right side of the fuse panel under the hood. It has what appears to be a male plug end of some sort on it, but I can't locate the receptacle where it goes. Can anyone help w/ this. Thanks a million
