Toyota Corolla Seat Belt Problems

I have a 2000 Toyota Corolla VE and the driver and passenger seat belts are not working. I was recently in a car accident and the air bags disbursed which were just taken out but not replaced, and the seat belts locked and ever since then they will not unlock. Does anyone know how to remove this lock from the seat belts in order to make them work properly again? Is this a possible sensor problem or a problem with the computer of the car? If so, where is that computer located and how can I fix it? Any help would be greatly appreciated.
