Is the headroom describing the space from seat to ceiling, or is it floor to ceiling ?

I believe it's seat to ceiling, since you sit in the seat and it's headroom.

Seriously though, I have headroom issues and different makes seem to measure differently; best option is to go sit in vehicles you think might have enough.
