I am looking at relocating my ECM to a horizontal positiion how hard is that and how could i secure it?

unless you build your own harness extension, its movement will be limited to that console area (unless you have enough harness to relocate it under the passenger seat for instance). the console area is the MOST efficient place: high and dry (computers hate moisture), located close to the engine, yet away from heat (computers also hate heat); and in one of the most resistant areas for vibration (computers hate being thrown around).
relocating anywhere else just is not practical. where did you want to put it? engine bay= heat, water, and vibration.
horizontal in cosole area= potential shifting problems, vibration, and where will most likely a girl (or guy) passenger set his drink, waiting to get spilled; arm rest console area.
under the seat is feasible, but you still have moisture issue and, lower center of gravity a possible vibration issue.
most of the vibration issues can be quenched by fabricating your own mount or frame (if you move it) and purchase some wiper motor mounting bushings. these rubber isolators will stop almost any vibration into the component.
water and heat are your REAL enemies, and even on my IMSA/CART Fiero, I only lowered the ECM box, not relocated, as it is in the best place it could be; PLUS, if you do not smoke, you can pitch the cig lighter assembly, and put a little push button unit in its place, with wires that go to the ECM plug in OBD1 link and pull computer codes and/or re-flash the ECM without ever removing the console!
if you are still set with relocation, under the passenger seat is THE MOST VIABLE alternative. if you do elect to build a harness extension, this will possibly cause an electrical resistance drop in many of the wires(I am not an electrical engineer, so I cannot say if this will alter your driveability, or electric operation of the vehicle and its programs) and this may not be a problem, if you are only talking 12-18", but after that I can not say if it is such a wise choice.
