Sticking fuel sender?

This has been happening for a while now. The fuel guage never shows full when the tank is full and seem to be always showing a lower reading than the fuel level. It goes up and down but always reads lower than the true level. Could this be a sticking sender. Is it possible to remove and chech without removing the fuel tank - the service manual says the tank has to be removed.
