Angry Aux Cooling Fans not switching on with 200 degree water temp.

My 2001 Beetle with 1.8 turbo engine does not turn on the aux. cooling fans with high water temperature. They do turn on when the a/c is turned on. Other items of interest:
Dashboard water temp light is red at power up test, blue after engine start, then sometimes comes back on blue after 30 minutes or so.
The upper radiator hose is hot and pressurized after 30 minutes of engine running.
The lower radiator hose is hot but not pressurized after 30 minutes of enging running.
There is plenty of coolant in the ressevoir.
I had to replace the left cooling fan, battery fuse box, and left green fuse recently.

Any help would be greatly appreciated.

One key thing would be does the engine overheat if the fans are turned on using the A/C to keep the engine cool. Water pumps are notorios for breaking impellers. If the check engine light also comes on you may just have a bad coolant temp sensor, another common failure.

So far the engine has not overheated. Also, their has been no check engine light. Just a sporatic blue water light.
