'99 Cougar -- A/C, Heater works on 4, but not 1,2,3

Hey gang - on my '99 Cougar, when I turn on the ac or vent or even heater, she works if the fan is set to speed 4, but wont work if shes 1,2, or 3. I thought I read its some type of "resistor fan fuse" if anyone can give me some more info about that and where I can locate.

The resistor is above the passenger's front foot area. It screws into the duct work with 2 8mm head (I think) screws. There is a recall on those resistors I believe, you should look it up.

the resistor is in the duct under the dash in the foot area look for a plug going to the duct. when you pull it out,look for cracks on the resistor.if it has cracks in it it is bad and is about 12 bucks at a delear(the only place to buy it) if there are no cracks it is the motor control switch on the dash is bad and is about 12 bucks from the dealer not real bad to change but you have to take that panel off DONT DO IT IN THE COLD IT COULD CRACK!!! at least warm the car up with the heater
